Igglybuff is one of the early generation Pokemons. It was first introduced in generation II as normal type but changed to normal/fairy type in generation IV. Its evolutionary requirement is pretty unique since it needs to be leveled up with high friendship to evolve to Jigglypuff. Jigglypuff then evolves to Wigglytuff when exposed to a Moon Stone.

How To Evolve Igglybuff Into Jigglypuff & Wigglytuff – Pokemon Scarlet & Violet
Before anything else, the primary requirement to evolve Igglybuff to Jigglypuff is to raise your friendship level.
In Pokemon Scarlet and Violet, this can be done through either of the following: defeat Pokemon using Igglybuff with Soothe Bell equipped, use EXP items like candy, or have a picnic.
Evolve Igglybuff to Jigglypuff using the Soothe Bell
In this guide, we will focus on the use of the Soothe Bell. The Soothe Bell is a hand-held item which first appeared in Generation III. Its main purpose is to increase the friendship of the holder with its Trainer. The Soothe Bell can be found south of the Pokemon Center in Mesagoza (East).

The Soothe Bell will come in a glowing red pokeball.
Give the Soothe Bell to Igglybuff to make it friendlier. You can then feed Igglybuff EXP candies for it to reach level 27 and trigger its evolution to Jigglypuff.
Evolve Jigglypuff to Wigglytuff using a Moon Stone
Anyone who has played Pokemon before would be familiar with Moon Stone. It is a type of Evolution stone that was introduced in Generation 1.
One of the many Moon Stones scattered around the world can be found between the South Province and Area Three Watchtower.
It is found in the form of a glowing red pokeball below the cliffs.
All you need to do now is to give the Moon Stone to Jigglypuff to evolve it to Wigglytuff!
