To join the Dawnlight Order, first, you must obtain the Grappling Hook.
You have to talk to the NPC in Ashbourne Village. Once you come to the entrance of the Ashbourne Village, take the left path and follow it to the very end.
Following the path to the left, you will have to pass through Greymoss Mire to find the NPC. You will have a little dialogue with him and answer him “Yes”.
