The Sheriff Inquisitors Faction can be found in Bol Gerahn. You will have to magnesis supply to activate the pulleys as well as defeating 1 named mage in this region.
Once you come the the first NPC, you will have a dialogue with him and answer “Yes”.
After you talk with him, you will unlock the Faction Hunt. Now, the merchant can be found back at the camp.
Once you talk to the merchant, he will offer you some quality items to buy.
