In order to get the Grappling Claw in The Last Faith, you need to defeat Edwyn, the Shadowscourge Horror boss in the Drowned Crypt area.
After you defeat the boss, just continue following the path going to the left on the map, and enter the room.
In this room, you will find a chest in which you can obtain the Grappling Claw.
You can use the grappling claw by pressing a triangle when near grappling rings to grab them and be pulled towards them.
