If you are looking for X-Scissor TM, you should navigate in Mesagoza Town area where you will be able to find it.
Starting from Mesagoza (East) where the Pokemon Center is, follow the main path going inside the town until you come to the first small bridge.
Here you have to jump down to the right side on the bridge.

From there, keep straight following the path that will bring you on top of Mesagoza where the fountain is.
There you will see a big tree on the edge of the fence that is landed on the lower platform.
You just need to go to the second tree platform and behind the tree on the ground, you will find the Poke Ball with the X-Scissor TM.
After you obtain, you can use it on your Pokemon and obtain the powerful ability.
